You can make an image like this in photoshop. It is a bit more involved with making and filling paths with gradients. The easiest way in photoshop would be to take an image of xmas lights and cut them out of the image so that you can use them wherever you want. It wont be the same look as this as it will be a real image. You can certainly use filters, effects or adjustment layers to fake it. I do not work with coreldraw personally. Thanks for watching!
